In an age of increasingly erratic climate disasters, this thesis looks to postulate a future which balances the habitation of the world's most vulnerable populations and the natural environment. Modern blockchain toolsets and grassroots community level governance form an institutional mechanism to empower displaced communities by regulating how they can sustainably thrive off and thrive with natural ecosystems.

In the design case I put forth, redefining the relationship between Coral Reefs and Coastal Communities in the Philippines is key in protecting villages of fishermen and coastal dwellers from devastating storm surges. Native Coral Reef populations become the target of ambitious restoration strategies leveraging off Electric Coral technology. The by-products of Electric Coral Cultivation are used to enrich the communities charged with overseeing the local reefs. In return, the communities or DAOs have to grow the coral reefs responsibly, balancing their exploitation with the necessary amount of reefs to protect against future storm surges. This self governance is regulated by rules in the blockchain and enforced by the community.

Natural Disasters from climate change have been increasing in frequency as a global phenomena.
And each time a disaster occurs, vulnerable societies are heavily impacted.

It is a humanitarian crisis.

The casualties are countless and the destruction is still felt long after.
Disaster induced displacements are on the rise.

Within the volatile Asia Pacific, Natural Disasters are an ever-present threat to a collective population of 4.3 Billion (UNFPA).

Countless typhoons move towards mainland Asia each year while the Ring of Fire acts as a hotbed of seismic and volcanic activity.

Amongst the countries at risk, the Philippines takes the brunt of the frequent natural disasters. In 2013, an estimated 7.02 Million Pilipinos were displaced from their communities due to the devastating Typhoon Yolanda in addition to 20 other yearly tropical storms. That same year, Indonesia saw about 500,00 displaced due to natural disasters across their islands.
